
Fulda is feeling the consequences of climate change. A new concept is intended to make the city more resilient. Citizens and experts can take part.
Fulda – Climate change is already affecting everyday life in Fulda by leading to longer heat periods, more frequent and more intense heavy rain events and dry phases that put a strain on green spaces and the water supply. The baroque city responded to this by developing a climate adaptation concept (KLAK).
The Climate adaptation concept, as also exists in the Main-Kinzig districtis intended to record the greatest climate risks in the urban area, bundle existing activities and prepare concrete measures. Climate adaptation is seen as a joint task between administration, experts and urban society, not as an individual measure. Four questions about the KLAK:

1. What is climate adaptation? Climate protection and climate adaptation complement each other: While climate protection aims, among other things, to reduce CO₂ emissions, climate adaptation prepares the city for the already noticeable consequences of climate change. This includes more green spaces and shade to reduce heat, improved rainwater retention and protective measures for particularly vulnerable population groups.
2. Why does Fulda need a climate adaptation concept? The federal Climate Adaptation Act (KAnG) obliges public bodies to take climate risks into account when planning and making decisions. The city council has already decided in 2024 to develop its own concept. Furthermore, the creation of a KLAK is part of the catalog of measures from the current update of the climate protection concept.

It is closely linked to other concepts such as the heat action plan. Fulda has the opportunity to identify central areas of action, to better network existing activities and to further develop them in a targeted manner in order to make the city sustainable and livable for all population groups.
3. Where is the project currently? Since March 2026, the climate protection management of the city of Fulda has been developing the climate adaptation concept together with two specialist offices. We are currently investigating where in Fulda the climate risks are particularly pronounced. At the same time, experiences, needs for action and existing structures were compiled in technical discussions with representatives from administration and specialist organizations.
4. What's next? An online survey will start at the end of June 2026 in which all residents can contribute their observations and ideas for adapting the city of Fulda. There will also be a public climate walk through Fulda in the summer of 2026. Places are visited where heat, lack of shading or sealing are particularly noticeable.
Afterwards, experts from administration and urban society will develop concrete recommendations for action in an interdisciplinary workshop. Organizations and experts from areas such as water management, health, housing, agriculture and nature conservation are invited to get involved.
The completed climate adaptation concept will be presented to the public and political committees at the beginning of 2027. Information on all participation opportunities will be announced in a timely manner via press releases, the city website and the city's social media channels.
